Very Strange Link Result

Can anyone explain this to me? What does it mean Treasury Service? Is this ATS generated or outside?

I have no idea what this means. I will confirm that I got the same link, even when going through the original post in the thread and not my friend zorgon's link in this thread.

The status 404 means the page (resource) was not found.
The ATS url is the referrer, the page that had the link on it.
The server is returning a specialized page when displaying the 404 versus your browser's standard error message when it is only returned a status code that is an error.
