In reality, its probably just a mistake. It was set up in a manner that they didn't actually receive the bill, but that it was part of a trust
managed by a bank in Phoenix. It appears to be an honest mistake where they simply lost track of it; easy to do when you don't receive the bill
directly.
As long as they take care of it (and they appear to be doing so), I don't think its a problem, besides being a relatively minor embarassment.
