Mystery contraption on roof!

I got a mail from a friend with photo's of her view from the back of her house in the city. A "mysterious" neighbour is building a contraption on his roof with all sort of pipes and wires going in and out the house.

She asked me what it could be and I really do not have a clue. So her it is to you science guys. What is this thing? Is he cooking up something illegal or is he inventing a time machine?

The thing that got me worried a little is that he "installed" a garden hose with sprayer next to it, which could give the clue that the thing could get overheated.

Man, that is one crazy contraption for sure. I feel like an old lady waiting to hear the gossip about what this thing is. Certainly does raise alot of questions when the "weirdo" neighbor is building something on top of his house that looks like it could send John Titor back home.

Where is this at? Like what city or country. And is there anything that you do know about the dude that lives there? Is there any other strange equipment laying around besides on his roof?

Have you tried asking him "whats up man? So whats up with all this crap on your house? Its not gonna like, blow my house up or anything is it?"

Somehow I think if you just introduce yourself to the dude and ask him about it, like it interests you then he'd probably let you know...assuming he has nothing to hide.

EDIT: Looking at the new pics you posted while i was posting this, it looks to me like some sort of irrigation system?

Strange isn't it! Location Amsterdam, the Netherlands.
The lady doesn't dare to approach the guy who builds this. City slickers!
She is afraid to get involved with "dark activities", but I say: It clearly visible, so why no ask?
And indeed, a socalled "weirdo" can also be a very smart environmentalist who is measuring fall out from chemtrails or whatever.

There is a winddirection apparatus (I do not know the english word for it) on the far right wiht the rooster on top.
There is the garden hose.
Liquid pipes
Energy lines
All neatly holded a couple of inches above the roof.
I love the soupkettles!

..And it does not make a sound (yet?)

Irrigation for inside or outside??

Best case, the cops have to listen to a couple hours of worm holes and hyper galactic drives.....

that is the first thing i noticed.
it is like a water weight scale the way they are balanced.

it is a scary looking device for sure.
Watch it turn out to be some home-made HAM radio antennae or something similiarly mundane. Maybe a scarecrow to keep the pigeons away

Well it is outside, and it does rain here. So water will be there. It looks isolated and the wires are held up by all these little stools.
