After googleing the phrase this was the best I could find at find law-

Section 1983. Civil action for deprivation of rights

Every person who, under color of any statute, ordinance,
regulation, custom, or usage, of any State or Territory or the
District of Columbia, subjects, or causes to be subjected, any
citizen of the United States or other person within the
jurisdiction thereof to the deprivation of any rights, privileges,
or immunities secured by the Constitution and laws, shall be liable
to the party injured in an action at law, suit in equity, or other
proper proceeding for redress, except that in any action brought
against a judicial officer for an act or omission taken in such
officer's judicial capacity, injunctive relief shall not be granted
unless a declaratory decree was violated or declaratory relief was
unavailable. For the purposes of this section, any Act of Congress
applicable exclusively to the District of Columbia shall be
considered to be a statute of the District of Columbia.

I have no idea what this has to do with the OT.. but I hope it sheds some sort of light onto this....

42 USC Sec. 1983 is the law that gives citizens the right to bring claims for violations of some amendments contained in the Bill of Rights (The First, Fourth, Fifth, Sixth and Fourteenth Amendments, generally). Don't know if that sheds any more light on this, but . . .

42 USC Sec. 1983 is the law through which one can enforce one's federal constitutional rights. The OP might be alluding to a potential illegal non-consensual search of his or her person as a "test subject" in the title? Dunno.

It's been 13, count 'em 13 years since I've wandered the nuances of U.S. legislation. I don't miss it a bit. CFR.1910.130 just flashed in my mind, and I don't know why -- I'm as clueless as anyone else.

OP, please do us a favor and lay out your view of what this means, the repercussions of it, if any, and how it relates to a conspiracy.

Cheers
