The files, which relate to a meeting of financial crime experts to be held this week, were found on a train bound for London's Waterloo station on Wednesday.


The documents were handed to The Independent, but they have (rightly) decided not to publish the details due to threats to national security.

We have no idea who has looked at the information or who even left them on the trains. Both incidents involve files containing the British governments anti-terrorism policy.

Information, if leaked, could destroy the governments operations and potential bring them down.

The two finds are thought to be unconnected although they both were found on the same line, heading in and out of Waterloo station, on the same day last week



The papers are also understood to have included details of how trade and banking systems could be manipulated to finance illicit weapons of mass destruction in Iran.

I was resisting a conspiratorial take on the first "accidental security leak" while sharing some of the OP's incredulity. But twice on the same day on the same line and somehow they are accidental but unconnected?

WTF indeed.
