Remote Viewing Technology, Any Ideas on Building One?

Well I was woundering if anyone has any ideas on building a remote viewing technology, sort of like astral travel, It would cost only 1 million right? I mean or less????

Any thoughts on how to start building one that the government already has? Does anyone think it would have to do with the pineal gland located in the brain to start the shift of awareness to a certain target? It would be to perceive a location for space/time..wich is oviously astral traveling.

Would it be possible to build-one that would budget of 1 million?
