Lacking that, Federal Marshals and or the County Coroner would have to request a review - perhaps to the Mayor (if not Governor).
In other words, no there is NO agency (loyal to the public first) that can - without being directed - look into this.
This is of course a generalization, and time will tell if some officials will want to 'respond' to a questionable 'suicide' case like this.
By the way, if someone wanted this guy dead, what would be the point of the 'suicide' angle? Any ideas?
