Irish troops in America?

I live in upstate NY and today around noon I was driving back home and passed by a totally black van with two Irish soldiers in the front driving. I could tell they were Irish because of the orange,White and green patch on the drivers arm. They were also wearing a darker looking colored Camo similar to the Camo the American army had before the puzzle camo.

You could harldy see into the black van except for the driver and passengers windows from the front seat so I do not know how many troops were in it. I just found it odd that there were Irish troops in uniform driving around in Upstate NY especially in the small city I live in. Reminded me of all the crap alex jones says about foreign troops on U.S Soil. Anyone have an Idea what they were doing here. Only thing I could think of was possibly some kind of training or something out at the nuclear power plant we have in our city. US military national guard are usually working security there so I dont know.
