40% of third floor workers at Nasa Glenn

Nasa Glenn Research Center near Cleveland Hopkins Airport has been disagnosed with cancer. Nasa officials at first denied any 'clustering' of cancer cases and basically said it was normal two days ago. Today environmental tests have found levels of asbestos, but no report of how much.
40 of 100 workers now have cancer. How can anyone say that's not a statisical anomaly?
