outlining the importance of following the guide to be good stewards of the environment whilst research & development is undertaken along with testing
mission activities.

NEPA analysis and the resulting documents are intended to assist decisionmakers in understanding the environmental consequences of their decisions.
Adverse impacts need not preclude BMDO from taking actions required to accomplish its mission.
NEPA requires an evaluation of the environmental effects of a proposed action, including its alternatives. Depending on whether or not an undertaking
could significantly affect the environment, one of three levels of NEPA analysis and documentation is required:
• A categorical Exclusion, documented in a Record of Environmental Consideration.
• An Environmental Assessment
• An Environmental Impact Statement.
The balance of the document is made up of categories such as:
Actions requiring NEPA analysis, what to do to comply,
documents and procedures, compliance flowchart,
preparing the documents, alternatives for analysis and decisionmaking (identifies trade-offs to include technological options,
budgetary considerations, and environmental concerns), identifying reasonable alternatives (the key to full compliance with NEPA), other statutory and
regulatory requirements to consider,
who is responsible, BMDO responsibilities,
agencies that BMDO must consult, financial and staff resources required to comply, regulations and checklists.
