That's why it's never made any sense for Iran to have been making trouble in Iraq. The Iraqi government is already a majority of Shia and aligned with Iran. They've been trying to establish Iranian trade and build Embassies in Iraq, it's only the US who doesn't want them to get along.

Yes both countries have a majority of ethnic Shia. However it is the ethnic groups that have been fighting among them selves in Iraq. It is that which can be used for a limited civil war which could leave them in a vulnerable position for influence by Iran.
