State of NY prison's, Sit-X

There was a thread on something like this but I couldnt find it... I have friends that are CO's for the State of NY, and I asked a couple of them what the action's of the guards would be in a sit-X, NBC attack. Pre-9/11 Sop was to lock down and shoot every prisoner in their cell's, disable and take all weapons to the center span of the Mid-Hudson bridge and dump them in the river. Post-9/11 Sop is to lock down cells, leave them to starve, disable weapons and dump from Mid-hudson bridge. Also stated that the State of NY has the biggest armory in the State. I got this info from a sarge and a Lt., that work at a minium sec. prison.... Fair? Maybe not, but an even better reason to avoid being locked-up...
