Not SPAM - Cheapest insurance ever!

Okay, so this isn't spam. I have no links to any great insurance companies.

What this is; is a post about how to form a cheap insurance company. The ATS empire has so many talented people that I am sure there are someone who can add some ideas to my idea.

Here is the plan:

Since we have to buy car insurance, why can't we form something like a co-operative? I thought about this and then decided that it would be even better if we had a non-profit corporation that was an insurance company.

How hard would it be to set up and operate? Wouldn't it be the cheapest insurance company ever and how would you do it? What are the laws and rules to set up an insurance company?
