Well, no.
An electron can make an energy level transition while bound to an atom, that takes it from one quantum state to another, with either the absorption of
exactly enough energy to get it up one or more levels, or the emission of the energy difference between the two levels in the form of a photon as it
returns to ground state.
That doesn't change diddly about the atom, other than an electron moves to a different charge state, or leaves entirely in which case you have an
ion.
But that doesn't make it a different sort of atom. It surely doesn't give you any way to explain what would be the devastatingly huge biological
shift between a supposed reptilian and a human.
You really don't see anything in nature doing that. It's a pretty good clue that it doesn't happen.
