dirt road cut near Queen City Summit

Not really earth shattering news. I've been watching a road get cut up a hill near Queen City Summit on my last few visits. Finally all the earth moving equipment is gone., so I checked it out. I didn't see any indication of who owns the hill or the purpose of the grading. The kmz file is a 4wd route you can use to get up the hill.
I initially thought it might be a repeater site. It could still be one, but the hill is not the highest in the area. It would require a significant tower to get over the hill to the south.
