I dont know about them being in the mars race but they have shown an interest in joining the space race

2033? No, George Dubya ( ) Already made the annoucement that in 10 years, the U.S. will hope to have a base on the moon, where they can launch missions to other planets and such, easier, and more cost effective. Within 20 years, he wants a manned mission to Mars. This would make it 2024, not 2033

The last time US help Russia in your article it says is in 1999.

Also all that money was given as a loan.

And it is the Russian people who are responsible for repaying those loans.

So it is the Russian who will pay for their own Mars mission.
