Worth reading to see how ramped up the USA has got over the past 12 months.

Its a lot of reading so here are some excerpts that I found noteworthy:-

The United States has developed protocols and trained personnel to support an international effort to contain the pandemic in its earliest stages. The U.S. Government procured and pre-positioned overseas stockpiles of personal protective equipment, decontamination kits, and antiviral medications to complement global efforts to contain pandemic outbreaks.

Today, our Federal and State stockpiles contain enough antiviral medications to treat nearly 50 million people, with up to 6 million courses now reserved for containment efforts.

The U.S. Government procured and pre-positioned overseas stockpiles of personal protective equipment, decontamination kits, and antiviral medications to complement global containment efforts.

U.S. Quarantine Stations, located at ports of entry and land-border crossings where international travelers arrive, will play an important role in delaying the introduction of pandemic influenza into the United States and helping to limit its spread.

the Department of Veterans Affairs has more than 150 emergency pharmaceutical and medical caches around the Nation.

Wow! This kinda scares me because in my research, I think we are at least at 4 or maybe even 5.

I believe this document as stated in the op is pretty much behind alot of the conspiracies with the detention camps throughout the country and also the millions of plastic coffins that have been seen. I think this is where the infected people will be quarantined.

This is a scary as hell document to read if you have the time.

DoD Category #13: Quarantine Assistance to U.S. Civil Authorities.
When directed by the President, DoD may assist U.S. civil authorities responsible for
isolating and/or quarantining groups of people in order to minimize the spread of
disease during an influenza pandemic. Isolation is a commonly used public health
practice for the separation and restriction of movement of ill persons to stop the
spread of a contagious illness. People in isolation may be cared for in their
homes, in hospitals, or at designated health care facilities. Isolation is primarily
used on an individual level, but may be applied to populations. It is often
voluntary, but may be mandatory. Quarantine, in contrast, applies to the
separation and restriction of movement of well persons presumed to have been
exposed to a contagion. Quarantine may be enacted at a home or other residential
facility. It may also be voluntary or mandatory.

DoD Category #14: Provide Defense Assistance for Civil Disturbances.
When directed by the President, DoD will provide support to civil authorities in the event of a civil disturbance. DoD will augment civilian law enforcement efforts to restore and maintain order in accordance with existing statutes.

DoD Category #16: Mortuary Affairs.
Mortuary Affairs (MA) capabilities
within DoD are extremely limited. When directed by the President, or upon
approval by the Secretary of Defense, of a request from a Federal department or
agency, DoD can provide search, recovery, receiving, processing, and can
coordinate evacuation of remains of the deceased...

We are at 4, with a possible 5 of a pandemic in Indonesia. They stopped reporting deaths. What is more worrysome is that they only record deaths in hospitals. Most people in Indonesia have never seen a hospital, and will not even see one when they die. It is a very primative place in all but the citys.

Officailly I believe we are at stage 3. However the definition of the stages is performed easily when looking at history. It is less easily done by committees. If you read the news articles, it is easy enough to pick out where history will place the stages.

When pandemics strike, the mutation rate of the virus skyrockets. The mutation rate is already said to have skyrocketed, and each victim is now said to have a unique mutation. Some strains are already drug resistant.
The Eegyptian strain is said to be resistant to Tamiflu. It is doubtful that in such a scenario that vaccines prepared months in advance will be very effective

I have read that the nasal innoculation actually contains the genetic material of H5N1 and could could result in tagging cell sites preparitory for an actual infection to be more effective. I do not understand the mechanism of that, so I leave a personal question mark on that subject.

Homeland Defense Journal had more than several articles in last year or so on pandemic preparedness on Federal level. This is an interesting source of info for just about any Homeland security issue.

Great find to the OP, i hoping to catch a few year reports within the next few months but you beat me too it With the recent out break in Vietnam combined with some poultry out breaks here and there i would have to say that we are on level four. There has been human-to-human contact but it has been limit. Right now its mainly in Asia and its only killed 400 people, more elderly people die of your bog standard flu each winter. I think that until its next mutation happens, we are relatively safe. If you read A Detailed Introduction Of H5N1 To New Comers which i wrote you'll see that to get bird flu right now you have to basically have intercourse with a chicken or put one of there liquids in you, e.g. their blood, poop, urine etc... So unless you want to have your way with a chicken or you work at a poultry farm and have ZERO health standards, you should be OK.
