WASHINGTON — The White House said Friday that, like Vice President Dick Cheney's office, President Bush's office is not allowing an independent federal watchdog to oversee its handling of classified national security information.
An executive order that Bush issued in March 2003 — amending an existing order — requires all government agencies that are part of the executive branch to submit to oversight. Although it doesn't specifically say so, Bush's order was not meant to apply to the vice president's office or the president's office, a White House spokesman said.

There seems to be a lot of ignorance floating about on exactly what an executive order is
They're simply directives given to his employees. He can change them at any time. They don't have any force of law beyond any underlying law they seek to implement. The President can discard, rewrite, or create new ones at any time. They do not apply to the president himself.

No there's no process for this. The President is undisputed head of the executive branch. He is practically a dictator when it comes to executive orders. Executive orders have to be within the law and Constitution though, otherwise courts can overturn them. Congress can, of course, always create a law that supercedes any executive order.
