N Korea invites nuclear inspectors
North Korea has invited United Nations nuclear monitors back into the country to discuss the shutdown of its reactor.
Under the deal, North Korea is to shut down and seal Yongbyon in the presence of UN inspectors in return for heavy fuel oil to be supplied by South Korea.
It is also to discuss a list of all its nuclear programs, including plutonium already extracted from Yongbyon's spent fuel rods.
Under a second phase, North Korea will disable all its nuclear programs in return for more oil or equivalent aid, and major diplomatic benefits.
Analysts expect North Korea to drag its feet on disabling the facilities and over providing a full list of all its nuclear components.
It has also made no clear commitment to give up its fissile material and the nuclear bombs it has already built.
North Korea staged its first nuclear test last October. The country has worked for decades to develop a nuclear bomb.
