I have thought of this as a possibility. OR it could be a branch of the intelligence community that did it that had no idea about the black op carried out that day. The only thing with that is I would imagine it would take time to plan it out. Unless....The building because of the CIA and other things being there was already 'primed' for self destruction in the event of something.

This also has a problem since the emergency bunker is there, so why would they have it in such a buildng?

It is something to consider, but more research is needed.
