Anybody can join al-Qaeda

Al-Qaeda is a loosely connected network of terrorists with a common ideaology. They look for guidance in videotapes of Osama bin Laden and al-Zawahiri released to the media. Therefore anyone who is not pleased with, say the US, can form an al Qaede group of his own by enlisting disgruntled young men from his community. Together they can do terror attacks. They don't need to be Arabic or muslims. It would not be surprising to see a surge in this kind of activity in the future.

Well, according to the king's word, "yer' either with us, or with the ter`rists!" decree, anyone who's not "with us" is already Al-Qaeda anyway.

Their definition is so broad that anyone can be a terrorist, and they basically label all terrorists (when speaking in terms of keeping the meat robots cowering in fear behind duct taped windows, glued to the propaganda interface) AQ anyways, whether or not they're AQ.
