Although pretty much debunked as being a turle... this could have been a possible culprit..Archelon

It says that, although now extinct, its shell was actually 'soft' and not made of bone, having a skeletal structure beneath the shell area.

It grew to lenghths of 13 + feet.


Unlike most modern turtles, Archelon did not have a solid shell, but instead had a skeletal framework supporting a leathery or bony carapace. Other distinguishing features include a pointed tail, a narrow skull, a relatively narrow, high-vaulted shell, and a pronounced overbite


IF this had been a turtle, this may have explained the absence of the shell.

Seems odd that they don't have more large turtle fossils in museums.

Loren Coleman suggested that it was a decomposing whale. He is the leading cryptozoologist in America, I think that he said it was a turtle to make people think. That, or the source that he got it from (he travels often) may have been of another language and culture and may have thought that what washed up was a turtle, and told him so. He likes to make people think.
