Let's bet

As everyone knows, Bush is arguing with the Congress (link: www.globalsecurity.org...), so let's play a game. The rules are:

1) The question is: will Bush write a withdrawal timetable, or will the Congress approve the bill? Who will surrender? Players can bet that it will be either Bush or the Congress.
2) Once you bet, you cannot change your post.
3) You can bet until 25th April 2007.
4) The winner is the first person to bet correctly, i.e. the member of the group that guessed correctly who betted first. That person must be rewarded with a WATS vote by every person who betted wrongly.
