Concerns regarding terrorits alert system

I have a very deep concern regarding the terrorist alert system. It goes back to the old tale of the boy who cried wolf. I believe that the ebb and flow of Homeland Security alert levels is beginning to lull people into a state of complacency and one day the wolf could be real and standing at the front door, however due to past raising of the status level with no events, they catch us with our guard down and hit us hard?

Should they tell actually what they know so that this state of complacency does not happen, I�m not sure, however I do know that most of the citizens where I live seem to be in a state to where they believe that if it is not directly related to me and my family don�t bother me with it.

What do you think?

I seriously doubt it makes much of a difference. I mean, what do you do different when it's an orange alert? Wear a sweater? I'm sure law enforcement agencies take this very seriously. They probably eat a few less doughnuts and take one less coffee break under an orange alert.

Seems to me that its a "catch-22" wouldn't you say?
If the "boy crys wolf", and nothing happens then the boy is flammed at the stake for propaganda and instilling a sense of bewilderment and "fear-mongering" in the citizens, and yet, if the "boy doesn't cry wolf" and something does happen, he will be flammed at the stake for not warning soon enough or for "knowing ahead of time that something was going to happen".......

Catch-22.........
