Problem with Time..

I new and I'm having a bit of problem with the whole 'Time offset' thing. Whenever I try to put it as GMT time it turns into GMT + 3 when the page reloads and no matter which time I select the local time is always 12:50. I've been able to add things such as my avatar but for some reason the time won't change. Also when I tried to change it to GMT + 3 (To see if that would enable me to have GMT time) it changed to GMT + 5 when I pressed submit. Sorry If my description of the problem is confusing but I'd really like to have the right time on this board. Is it a bug or am I doing something wrong?

It's good to know it's not just me then... Probably just a bug... Is there anyway you can report bugs?
