WASHINGTON - After several weeks of internal wrangling, the Democratic leadership in the House of Representatives Thursday proposed legislation that, if enacted, would require all U.S. combat troops in Iraq to be withdrawn by Oct. 1, 2008.
The measure, which will take the form of an amendment to a pending 100- billion-dollar supplemental defence appropriations bill, also requires President George W. Bush to begin such a withdrawal as early as July of this year unless he certifies that the government of Iraqi Prime Minister Nouri al-Maliki is making progress toward achieving national reconciliation and ending sectarian violence there.
Congress has failed to realize the message of the Baker-Hamilton report, that only a political process is going to solve the problem. You can't keep voting billions and billions of dollars in additional funds for the same failed policy when you know that it has failed.

So let's assume the Democrats are successful in forcing this issue and all the US troops leave Iraq by 2008 - what happens then?
1. Are all of the terrorists, militants, insurgents, freedom fighters or whatever you want to call them going to have a victory parade and then go home?
2. Are all of the countries in the Middle East going to start getting along and become friends?
3. Are the Iranians going to decide that since the US has left Iraq they no longer need a nuclear weapons (oops, I mean peaceful nuclear) program?
4. Are the Taliban and Al Qaida going to decide that the US has been sufficiently humbled so they no longer need to attack us?
5. In other words, is anything really going to change?
