Six people have been charged with conspiracy to pervert the course of justice over the early release of two prisoners 11 years ago.
The Metropolitan Police has been investigating the royal pardons given to John Haase and Paul Bennett in 1996.
The pair, both from Merseyside, served a year of 18-year sentences for heroin smuggling but were freed after becoming informants for HM Customs and Excise.
Mr Haase, 58, is one of the six people to have been charged.
Mr Haase, from Everton, and Mr Benne
