Is the new American 'communications center' also a secret launch site?

on the 20 feb 2007 date, There is an article about three sky watchers
in Austrailia who watched & photographed on the night of 19 February 2007,
what was determined to likely be a rocket launch...
then witnessed and tracked a 'cloud', most likely the rocket explosion, which all three astronomer buffs witnessed and photographed...
over a span of some 35 minutes,

? I doubt that China or even North Korea did a launch that would be so directly 'above' Australia,
in addition to Australian skies is much farther South from either nations normal/usual orbit insertion trajectory.
Which leaves Australia itself as the Sponser of this secret/covert launch attempt...or the USA operating on Austrailian soil doing this
accidently? observed attempt to launch something into orbit.
