Russian Oil Bourse and its effect on the US

Russia has always been a big producer of oil, someone stated they may start trading in Euros, but I doubt it because Russians view European Union as an enemy and more centrally controlled by France than is fair.

I believe Russia may try to trade Oil in Roubles however and there is a strong conflict waiting to happen between the 'east and west'.

So what has the US done as preparation? The Republicans put forth a bill to drill for oil but the Democrats are fighting this instead suggesting the US only needs more refineries (how does that solve anything?)
