Olly Barkley and Chris Jones are significant absentees from a 40-man training squad named by Sir Clive Woodward ahead of the forthcoming international season.
Woodward has called up 24 World Cup winners but Barkley and Jones are among 15 players named in a Senior National Academy party.
Newcastle's 18-year-old centre Mathew Tait and 19-year-old London Wasps centre Tom Rees have both been promoted to the Academy squad, which also includes full internationals Matt Stevens and Tom Voyce.
Fit-again Jonny Wilkinson returns to the Elite Player squad along with Ben Kay, Jason Robinson and Will Greenwood, who were rested for the tour of Australia and New Zealand.
