The Tampa Bay Devil Rays, who had the second-lowest Opening Day payroll in the major leagues last season, sent a strong message that they're going to keep their young talent. On Friday, they signed All-Star outfielder Carl Crawford to a six-year contract that could be worth more than $31 million.
