Alright, the story goes like this -

You are driving down a road and also speeding above the legal limit, you drive past a police car and they photgraph your car speeding but not pull it over...minutes latter you have an accident that kills one or more people. Could the crime be put on the police officer for not pulling you over?

Not the crime. Crimes as specified by the Supreme Court, are "Personal and Individual." Without evidence of coercion, the individual committing the crime is culpable.

However, there could certainly be some limited civil culpability involved, unless the officer was (a) Under Orders (b) On Assignment or (c) Some other specific rational defense.

Remember, the police are in no way obligated to enforce every crime. Each Police Officer is sworn, however ever state I have worked in, specifically gives the officer "Discretionary Powers of Enforcement."

This is ABSOLUTELY necessary. If not for this rule, an officer on an important felony stakeout would be required to pull off the stake out and go after a Jay Walker.

If that could happen the British polce would be in some s**t, fixed speed camera's must take alot of pics of speeding people minutes before them having accidents.
