FBI Raids Spinach Processing Plants?

Doesn't it seem like the FDA, Dept of Ag, State DOH or some other such agency would be adequate to inspect these spinach facilities?

I understand a crime may have been commited, but if the Feds dont think someone intentionally contaminated the green stuff, then the only crime would be some degree of negligence. Worthy of FBI attention?

The FBI's involvement does seem unusual...unless there isn't a criminal enforcement division within the FDA.
