Police chases a ghost Car

I was looking around for some ghost videos online and came across this clip. Its about a police car chasing after a very mysterious car. The car had a "super-natural" speed and at times it dissappears. Then at the very end the car dissappears through a fence.

Concensus seems to be that the fence was loosely attached to the posts, allowing the car to drive under it and then fall back into place.
