I tried to replicate exactly what you did on the video, and noticed that when opening the "Fonts" folder, in my case, the list started to appear
immediately, and the progress bar was "filling" to show that the computer was accessing the disk.
On your video I didn't saw the green progress bar appear, so I think it may be a problem with your disk.
Have you seen in the "Device Manager" if everything is OK?
If you have an IDE disk see in the "Device Manager", under "IDE ATA/ATAPI controllers", the properties of the ATA channels, to see if they appear
as "Ultra DMA".
I have seen some people saying that "User Account Control" sometimes delays some operations. You can try to disable it to see if this is your
case.
Go to "Control Panel", "User Accounts", and click on "Turn User Account Control on or off", and after that uncheck the box that says "Use User
Account Control (UAC) to help protect your computer".
You will be asked to reboot, and after that those messages asking for confirmation of possibly dangerous actions should have disappeared. See if you
still have the delay problem with (UAC) turned off.
