RF Tags?

Here's a provocative question for you:

Should all foreigners in the U.S. who are not naturalized be made to wear RF Tags or the famed ancle tracking bracelets?

Sounds Draconian/Orwellian, I know, and I would be personally against it. But it could be one of those "easy" solutions.

so basicaly if you go to the US as a visitor/for a new life your a pottential criminal/terrorist and should be traeted as one

I'm sorry, but it seems you say it in past tense like its already been done. This is based on a person's idea and not in reality.

Wait a sec. There's an argument to be made that because they are not citizens, they do not and should not enjoy the same level of "freedom" that U.S. citizens do. And that can be carried even further to say that by tracking foreign visitors and students electronically, we are essentially protection those freedoms for those who earned it.
