EL PASO — The city ordered several neighborhoods near downtown evacuated Thursday as officials warned that an earthen dam across the border in Ciudad Juarez might be on the verge of breaking.
If the 30-year-old dam is breached, up to 6 million gallons could rush into El Paso, according to an Army Corps of Engineers estimate.
"We're talking like a tidal wave hitting El Paso," Mayor John Cook said.
