Thomas Bearden isn't the best source for these claims. Some people think he's a genius, but some of this claims are so far out there. Here's an interesting site that talks about him.

Was going to post a comment that if Bearden were right, then you couldn't polarize light or radio waves, but I see it's already in Zaphod's link.

I've never seen any reason to believe that scalar EM exists at all, and lots of reasons to think it doesn't.

I actually had the good fortune to meet Tom Bearden more than once when I lived in Huntsville. He's not a bad guy, but man you can't get a word in edgewise. He doesn't brook much discussion about anything. He talks, you listen, the end.
