Take a look at this Luttwak's article Give War a Chance. Basically, he argues that conflicts don't really end until one side wins a decisive victory. 'Peacekeeping' operations merely prolong the conflict, and introduce more complications. What does Rice want when she that she wants an endurable truce?

The Bush administration wants war with Iran.

This situation in Lebanon is only giving the NeoCons an opening. Any sane leader (of the USA) would quicly urge a ceasefire.
