You are quoting spin.
The media reported the shells and rockets were not in usable condition, according to anonymous reports within the DoD and CIA. I'd like to point out,
usable condition refers to the ability to be fired from a howlitzer or a rocket launcher, and the implication is the weapons are therefore
unusable.
Notice the spin.
The terrorist enemy in Iraq doesn't have howlitzers or rocket launchers, yet shells and rockets are used all the time as weapons, they are called
IEDs. Even if they were usable from a launcher perspective, they wouldn't be used in that way, they would be used as an improvised explosive for
either a suicide bomb attack, road side bomb, or other improvised fashion in order to utilize the payload on target.
That is what makes WMD so dangerous, and the possibility of more so dangerous. The desire to ignore revelations of WMD in Iraq, even in the case of
older materials, doesn't make sense to any casual observer who is trying to look at the situation from a non partisan political perspective. These
weapons pose a major risk, and should be recovered regardless of whether they meet some right or left wing political agenda regarding the war.
Because when it comes down to it, hopefully nobody is stupid enough to shrug off chemical weapons or biologic weapons as no big deal, because I
guarentee you if there was a WMD IED anywhere near you, if you had common sense you would take the risk these old, useless WMD shells represent very
seriously.
