European Billion

I can't find the post where I read this, but the other day I saw someone say that there is a difference between the meaning of the word "billion" in the United States and the word "billion" in Europe.

While a billion is 1000 millions in the U.S., this person stated that in Europe, a billion is a million millions. This confused me A LOT. I've never heard any reference to that at all before. Can someone tell me if this is true? And if it is, does that mean a trillion is a million billions or a billion billions?
