EU report condemns secret CIA flights

Europe's human rights body has passed a resolution accusing European states of colluding with the CIA on secret flights transferring terror suspects.

The Council of Europe says some countries were staging posts for illegal flights and others let the US abduct suspects from their soil.

The resolution passed by the Council of Europe reflects the conclusions of a seven-month inquiry by Swiss Senator Dick Marty, which studied air traffic logs, satellite images and personal testimonies.

The Council of Europe's 46 member states are obliged to respond.

EU Justice Commissioner Franco Frattini, invited to contribute to the Council of Europe debate, called on governments to follow up Mr Marty's investigation with their own inquiries.

"It is essential that the states concerned clarify the situation in their own countries in the light of the initial findings of the investigations carried out at European level," he said.

A video put together by human rights group Witness, including testimony from men who say they were tortured after being detained by the CIA, will be shown on the sidelines of the Council of Europe Parliamentary Assembly (PACE) session.

Three CIA agents and one US military official stationed in Italy at the Aviano Air Base are now wanted in Italy for their connection with the kidnaping of Osama Mustafa Hassan. Jeff Castelli, the head of CIA operations in Italy at that time, is one of the wanted. He is now working at the CIA headquarters in Langley, Virginia

This comes on top of the 22 other Americans wanted for arrests in December 05

Also on wednesday two of Italy's top military intelligence services (SISMI) officials were arrested. One is said to be Mauro Mancini, the operations director.
