Well the YF-23 in almost all areas was superior to the YF-22, how ever the government decided to along with the YF-22 under the notion that "We can
always upgrade it later."
The YF-22 was projected to be cheaper than the YF-23, another reason why the YF-23 lost.
The F-22 is one of the most guarded pieces of military hardware in the Air Force inventory, that's not going to foreign development any time soon,
why would we export something superior than it?
Also, no other nation in the world would consider the YF-23 if given the option because of the price, the F-22 is expensive as it is, and only the US
can afford a fleet of it, albeit a small fleet, but still quite a fleet.
The YF-23 was truely beautiful, shame it will never see service in its current form.
It's the way the game is played.
