You do know that GTA was originally concieved by a scottish company right? They've also made two GTA's that were not set in America. Gotta take the series out of America for it to remain fresh IMO.
As for the signage thing who cares, just spell the signs in a funny phonetic accented kinda way to make it funny. Like in France they could have something like Le Police Station to denote a cop shop(except in a way that's actually funny ). They could do tons of stuff that would shock, amaze, offend and entertain.
