Nuclear War Strategies

If someone has original and effective ideas for making the USA more successful in any type of nuclear war, to whom does one transmit the information: the President, the Chairman of Joint Chiefs of Staff, the Secretary of Defense...??? By video, audio, and/or print?

I would say forget trying to get in touch with people like the President, Chiefs of Staff, or Secretary of Defense. The DOD will and has accepted public ideas in the past.

Sorry I cant help you with a exact place to submit your idea but the DOD website is a good place to start. I would personally go with a written proposal of your concept keep it short perhaps one page for the basic concept summary.
