O.K someone says we'll destroy all our nukes if you destroy all of yours and the research notes, etc. All right no then supposedly has nukes but the one country that held out and lied now holds all the chips and basically controls the whole world, nuclear weapons are a deterrence more than anything , but in dire circumstances they should and would be utillized.
