Odd chemical odours

Recently in a town nearby there's been a recent string of seemingly unrelated odours coming from the vents of buildings, it's made people cough and produced some illness. I thought nothing of it until I was at a local mall and it happened, the mall was evacuated and the chemical still hasn't been identified.

Any ideas or opinions?

I had a feeling it might be insulation or some sort of fiber glass.. perhaps pepper spray?

Anyways the only article I could find was from a local newspaper.
