In this case I don't think it's aliens they are looking for... but rubles.... there is a great deal on money to be made from helium-3 and they have the infrastructure to carry out building a mining operation on the Moon. If NASA/Congress were smart (and there is no evidence to suggest they are) they would join with the Russians before they corner the market and leave the USA playing catch up.... again.
