The Foreign Office has apparently been 'trying to move the debate on' regarding the legality or otherwise of the 200 or so 'CIA flights' that have passed through the UK in the process of prisoner rendition to third countries

The Government has tried to frustrate investigations into the CIA's "torture flights" programme, leaked documents show.

Papers obtained by the New Statesman magazine show that the Foreign Office advised Downing Street to "try and move the debate on" when asked for advice on the "substance and handling" of the issue of rendition, the US practice of moving terrorist suspects around the world for questioning.

Human rights groups say rendition is used by the US Government to transport detainees to countries where they are tortured.

This really sounds like the Foreign Office is effectively saying 'it's probably happening, we wouldn't do it and don't like it, but *shrugs shoulders*, we don't want to risk the Special Relationship' - even if it does mean people are being effectively 'exported for torture'.
