A new prostitution strategy for England and Wales was unveiled by the Home Office, which could potentially permit the existence of brothels within the
two countries. The new law could allow two prostitutes and a receptionist or maid to work together legally in brothels. The strategy aims to provide
greater protection for female prostitutes, by allowing them to conduct their business indoors. This is a distinct turnaround from the governments
earlier plans of creating re-light 'tolerance zones' The strategy aims to involve voluntary groups as well as the police, in order to reduce the
effect street prosititution has on neighbourhoods.

Under the new strategy, police will be encouraged to work more closely with charities running safe houses to help women get out of the sex trade.
The strategy includes measures to encourage women to get help with drink or drug problems. These include creating a new penalty for the offence of loitering or soliciting for prostitution so courts can direct women into drug or alcohol programmes rather than fining them

Prostitution is allegedly the oldest profession in the world. Recent methods including legalised red-light zones, and Anti-Social Behaviour Orders have had limited success. Each method has the tendency to merely displace the problem of loitering postitutes instead of stopping the activity completely.
To legalise brothels on a small scale would legitimise the vice trade, and would bring it more under control than it ever has been. Local Government oversight would reduce the ability of people-traffickers to continue their activities; street crime associated with prostitution could possibly recede, and the number of young and vulnerable people being forced into prostitution would lessen.

Marriage is legal, so I mean, why not? But are you sure about that number? Two prostitutes per brotherl? Seems, kinda low...
I can only imagine that its to keep this type of service 'discreet'. If we had brothels teeming with prostitutes and 'clients' then it would
cause no end of grief, with businesses and residents complaining about them!
